OpenPHR is an independent public interest directory. All facility records, inspection citations, and wage metrics originate strictly from verified public government dockets.
1. Official Public Data Sources
- •California Department of Social Services (CDSS) Community Care Licensing Division (CCLD): Facility licensing status, authorized capacity, and Title 22 inspection inspection reports (Type A health violations, Type B compliance notices) are sourced directly from public inspection dockets published via the CDSS Facility Search Portal.
- •California SB 1162 Pay Scale Transparency Mandate: Early childhood teacher salary ranges, assistant educator wages, and vacancy durations are gathered from public job advertisements posted by licensed operators pursuant to California Labor Code Section 432.3.
- •4Cs of Alameda County & California Child Care Bridge Program: Alternative Payment Program (CAPP) voucher acceptance status is verified through county referral inventories.
2. Neutral Presentation & Legal Scope
OpenPHR displays objective government records as a public service to Tri-City families. We do not assess subjective reviews or endorse specific providers. We never collect or publish information regarding individual enrolled children, minor names, or private student medical records.
Every citation shown on OpenPHR reflects a physical inspection report conducted by a state licensing program analyst (LPA) and cites the exact inspection date and California Title 22 regulatory section.
3. Expedited Facility Corrections Protocol
