Daycare Staff Stability Index: Scoring Specification

OpenPHR implements an objective, auditable early childhood education informatics framework. In child safety and early development, subjective reviews obscure critical risks. Our indexes are derived purely from statutory state disclosures, public CDSS inspection dockets, and mandated pay transparency filings.

1. Daycare Staff Stability Index (0 – 100)

Quantifies operational retention, wage fairness, and regulatory compliance for licensed California Child Care Centers and Family Child Care Homes.

Index Formula:
Stability Index = Base (80.0) + Wage Competitiveness (+15.0 to −20.0) − Latency Drag (0 to 14.0) − CDSS Citation Penalties (Type A / Type B)

Factor Breakdown:

  • • Baseline Points (80.0):Every fully licensed California childcare facility starts with a baseline of 80.0 points. A clean inspection record with zero historical citations over 36 months receives a +5.0 point clean docket bonus.
  • • California SB 1162 Wage Competitiveness (+15.0 to −20.0 pts):Benchmark: $24.70/hr (Fremont & Alameda County Early Childhood Educator median hourly wage). Facilities paying above median receive bonuses up to +15.0 points. Facilities paying substandard wages below median receive deductions up to −20.0 points, reflecting demonstrated vulnerability to teacher turnover and substitute reliance.
  • • Posting Velocity & Latency Drag (0 to 14.0 pts):Positions open for >45 days incur a −8.0 point latency drag. Facilities with ≥3 concurrent active openings incur a −6.0 point high-churn penalty, reflecting chronic staffing shortfalls.
  • • CDSS Citation Penalties:Type A Violations: Direct health, safety, supervision, or teacher-to-child ratio violations carry a mandatory −18.0 point deduction (−25.0 if active/unresolved).
Type B Violations: Technical recordkeeping, documentation, or minor physical plant notices carry a −4.0 point deduction.

Operational Classification Tiers:

≥ 85.0
HIGH STABILITY
High retention & clean audits
70.0 – 84.9
MODERATE
Typical operational health
50.0 – 69.9
ELEVATED CHURN
Hiring drag or minor citations
< 50.0
CRITICAL RISK
Type A violations / acute churn

2. California Title 22 Statutory Citation Classifications

Understanding how California Community Care Licensing evaluates violations during unannounced inspections.

Under California Health & Safety Code § 1596.853 and Title 22 Regulations, CDSS licensing program analysts classify citations based on immediate child risk:

Type A Citations (Immediate Risk)

Violations presenting an immediate risk to child health, safety, or physical well-being. Examples include inadequate teacher-to-child ratios, unmonitored infant sleep environments (LIC 9227), accessible hazardous chemicals, or children left unattended.

Deduction: −18.0 to −25.0 points
Type B Citations (Technical / Administrative)

Violations that do not pose an immediate danger but violate administrative or physical plant standards if uncorrected. Examples include missing employee immunization records, incomplete emergency drill logs, or minor playground maintenance.

Deduction: −4.0 points

Data Governance, Reproducibility & Provider Rights

The OpenPHR data pipeline operates with full mathematical transparency. All scores are computed deterministically without subjective editorial weighting or manual score adjustments.

Continuous Ingestion

Inspection dockets, wage postings, and state licensing status are regularly synchronized with California public datasets.
